2019, 2025, 2026: a timeline of how Mexico stopped measuring its education
2019: INEE is abolished, PLANEA and mandatory teacher evaluation are canceled, and the school infrastructure census is frozen. 2019 to 2025: Mexico leaves UNESCO’s ERCE, and the OECD has to publicly urge it not to abandon PISA. 2025: Mejoredu is abolished without publishing its last evaluation. 2026: UNESCO warns that the new education model operates with no national mechanism to know whether it works.
No serious system destroys its measuring instruments when results are good. The opacity is not an administrative oversight: it is a policy. And the consequence is that the country’s education debate today runs on data from 2022 and earlier.
If your school stopped handing out report cards, would you assume the children were doing better?
The table behind the chart
| When | What happened |
|---|---|
| 2019 | INEE, the autonomous evaluation institute, is abolished. PLANEA and mandatory teacher evaluation are canceled. The school infrastructure census is frozen. |
| 2019–25 | Mexico leaves ERCE, UNESCO’s regional test, and puts PISA 2025 at risk, to the point that the OECD publicly urges it not to abandon the last measurement left. |
| 2025 | Mejoredu, the body that replaced INEE, is abolished without publishing the results of its last evaluation. INEE’s historical archive goes offline. |
| 2026 | UNESCO warns: Mexico is rolling out a new education model with no national mechanism to know whether it works. |
